HCRA Welcomes New Chair of Board of Directors

The Home Construction Regulatory Authority (HCRA) is pleased to announce the appointment of Patricia Perkins as Chair of its Board of Directors.  

Ms. Perkins brings more than 30 years of public service and governance experience to the role. She has served as a Durham Regional Councillor, as Mayor of Whitby, and was elected as a Member of Parliament for Whitby-Oshawa. Ms. Perkins has also held leadership roles on several boards, including as Chair of the Central Lake Ontario Conservation Authority, and currently serves as Chair of the Ontario Motor Vehicle Industry Council’s Board of Directors. She brings significant experience in municipal finance and strategic planning. 

“We are pleased to welcome Patricia as our new Chair,” says Wendy Moir, the HCRA’s Chief Executive Officer & Registrar. “Her extensive leadership experience and strong background in governance will support the HCRA as Ontario’s housing sector continues to evolve. With her leadership, we will continue to deliver on our mandate of protecting Ontario homebuyers and providing strong oversight of the homebuilding sector.” 

Ms. Perkins has served as a member of the HCRA Board since December 2024. She succeeds Terence Young, who completed his term as Chair in March 2026 after serving on the Board since the HCRA’s launch in 2021. 

As Chair, Ms. Perkins will lead the Board in providing strategic direction and oversight in support of the HCRA’s mandate to license and regulate new home builders and sellers, with a continued focus on consumer protection.

About the HCRA 

The Home Construction Regulatory Authority is responsible for regulating and licensing the people and companies who build and sell new homes in Ontario. The HCRA enforces high professional standards for competence and conduct in the homebuilding industry, giving new home buyers confidence in one of the biggest purchases of their lives. The HCRA also maintains consistency across the sector, curtailing unethical and illegal builders. 

The HCRA is governed by a nine-person Board of Directors, consisting of six elected members and three appointed by the Minister of Public and Business Service Delivery and Procurement. The Board provides strategic leadership to the HCRA, ensuring strong consumer protection and effective oversight of Ontario’s homebuilding sector.
