HCRA Welcomes Auditor General Report and Recommendations

The Office of the Auditor General of Ontario has released its performance audit of the Home Construction Regulatory Authority (HCRA), including recommendations aimed at enhancing the regulator’s oversight of new home builders and sellers across the province.

“As one of Ontario’s newest regulators, the HCRA sees the Auditor General’s recommendations as aligned with our commitment to continuous improvement, and we look forward to addressing them,” says Wendy Moir, the HCRA’s Chief Executive Officer and Registrar. “This report provides valuable input as we work to strengthen our service delivery and accountability — all in support of protecting Ontario homebuyers.”

The HCRA is responsible for licensing and regulating new home builders and sellers in Ontario. It also provides tools to help homebuyers make informed decisions — such as the Ontario Builder Directory, which allows consumers to verify whether a builder is licensed. The HCRA has the authority to take action against illegal builders and sellers, which remains a top priority in its consumer protection mandate.

“We have been actively engaged throughout the audit process,” says Moir. “We take these recommendations seriously and will work collaboratively with stakeholders across the sector, including the Ministry of Public and Business Service Delivery and Procurement to address the recommendations effectively. Our priority remains clear: protecting Ontario’s homebuyers while supporting a fair, safe, and reputable new home construction industry.”

About the HCRA 

The Home Construction Regulatory Authority is responsible for regulating and licensing the people and companies who build and sell new homes in Ontario. The HCRA enforces high professional standards for competence and conduct in the homebuilding industry, giving new home buyers confidence in one of the biggest purchases of their lives. The HCRA also maintains consistency across the sector, curtailing unethical and illegal builders. 

In addition to licensing, the HCRA provides educational information for consumers on their home buying journey and hosts the Ontario Builder Directory – the authoritative source of background information about each of Ontario’s 7,000 new home builders and sellers.
