Applying for or Renewing a Licence
New Applications
Before applying for a licence with the HCRA, first-time applicants must meet several requirements. Understanding these requirements in advance can help applicants navigate the process smoothly and ensure they have everything they need before submitting their application.
All applications, supporting documents, and fee payments should be submitted through the Builder Portal. The average time to process a fully complete new licence application is eight weeks.

To begin a new licence application, visit the Builder Portal and create an account. The Builder Portal is an online service that allows builders and sellers to manage and submit forms electronically and pay applicable fees.
The HCRA is committed to a fair and efficient application process. If you are unable to apply through the Builder Portal and require accommodation, please contact the HCRA’s Customer Service Department at info@hcraontario.ca.

IMPORTANT: In addition to HCRA’s licensing requirements, builders and sellers must apply to Tarion to obtain authorization for each home they wish to build and sell. Applicants can start the Tarion Qualification for Enrolment (QFE) Process while their licence application is in progress with the HCRA. However, Tarion will not be able to finalize any QFE applications until the HCRA has issued a valid licence.
Renewals
To begin a renewal application, applicants must use the HCRA’s Builder Portal. The average time to process a fully complete renewal application is four weeks.

During the renewal review period, if the HCRA receives your application and fee before the Expiry Date, your licence status will remain “Licensed” on the Ontario Builder Directory until a final decision is made. You will receive an email from the HCRA if more information is required or once your renewal is complete.
Renewal applications must be completed and received by the HCRA 30 days prior to the licence Expiry Date to avoid paying a late penalty (this is your Renewal Due Date).
To help you meet the Renewal Due Date, the HCRA will send a first reminder 30 days before the deadline. You may begin your renewal application upon receiving this notice. Additional reminders will be sent 15 days and 2 days before the Renewal Due Date. All notices are sent via email.
It is your responsibility to ensure your contact information is current. You can update it by emailing a Change Request Form to info@hcraontario.ca to ensure you receive important reminders.
LATE RENEWALS: If the renewal application is not submitted by the Renewal Due Date, applicants still have 30 days to apply through the Builder Portal before the Expiry Date. A late penalty will apply.
After You Submit Your Application
Once your application is submitted through the Builder Portal, you will receive an automated email confirming receipt. The HCRA will review your application and contact you directly with its decision, along with an explanation. If you wish to appeal the decision, you can do so through the Licence Appeal Tribunal (LAT).
Expired Licences
If a renewal application is not received by the Expiry Date, the licence will expire, and the applicant will no longer be eligible for renewal. To continue operating as a builder or seller, they must apply for a new licence through the HCRA’s Builder Portal. All current licensing requirements must be met. Licensing Fees
A full list of HCRA licensing fees, including new applications and renewals, is available on our website. Fee payments should be made through the Builder Portal. Applicants requiring accommodation should contact the HCRA Customer Service Department at info@hcraontario.ca.
Please note: Applications are reviewed only after payment is received. If payment is not received within 10 business days, the application will be terminated.
