New Standalone Licence Fee: For applications with no prior licensing history (Non-Umbrella) | $3,000 | This is a one-time, new licence fee for a new applicant with no corporate history as a licensee. |
New Licence Fee: For a licence tied to related companies (Umbrella) | $750 | This is a one-time, new licence fee for those tied to related companies. This means that the applicant shares at least one common principal, director, or officer with another licensed builder/seller. |
Renewal | $500 | This is the annual fee every licensee must pay to maintain their licence. The renewal fee is paid each year through the licence renewal process. |
Fast-Track Renewal* | $300 | This is the annual fee for a licensee the HCRA has qualified for the fast-track renewal process. |
Late Renewal (in addition to renewal fee) | $600 | This is the penalty fee for submitting a late renewal application. |
*Fast-Track eligibility is determined based on the HCRA’s risk-based criteria. Our assessment includes factors such as competency, financial responsibility and conduct information, as well your compliance with warranty and other obligations. Fast-Track eligibility is reviewed and assessed on a yearly basis upon the submission of the renewal form.
NOTE: In addition to credit card and online banking (for Renewals only), the HCRA also accepts payments by cheque. These should be sent by regular mail only through Canada Post. Please be advised that the HCRA office is closed to the public and does not accept courier deliveries.

Notice of New Licensing and Regulatory Oversight Fees – Effective October 10, 2025
Following a public consultation in spring 2025, the HCRA will implement updated Licensing and Regulatory Oversight Fees, effective October 10, 2025. Thank you to everyone who shared their feedback during the consultation — we value your input.
These changes reflect multi-year inflationary increases and are necessary to ensure the HCRA can continue delivering effective oversight, maintain service standards, and protect consumers across Ontario’s new home construction sector.
New Fees – Effective October 10, 2025
Updated fees apply to new licence applications (umbrella and non-umbrella), and all licence renewals with due dates on or after October 10. They also apply to regulatory oversight fees for units enrolled on or after October 10. See below for more details.

When the HCRA was established in 2021, it committed to holding fees steady for three years. Since then, the HCRA has absorbed rising costs while building a strong regulatory framework for Ontario’s new home construction sector.
With continued inflation, these adjustments are now necessary to sustain timely and effective licensing, compliance, and enforcement services. Updated fees will support the HCRA’s mandate to protect consumers and provide accountability in the industry.
We recognize that changes to fees can have an impact and we are committed to providing clear communication and support. Licensees will receive information specific to their individual applications to help them prepare, including a minimum of 30 days’ notice before their renewal date confirming their applicable licensing fee.
